My only criteria is an older, calm dog who will not scare the cats. I an waiting for a dog that had to be surrendered due to death of the owner or some other circumstance.

You don't have to wait for a dog to be surrendered. Shelters that take in dogs have them at all times. There are many circumstances that lead to this, including the owner moving to a nursing home or being a military reserve.

Good luck, a dog that is calm and will not harm the cats is all that matters. I was kind of thinking that a smaller dog might be hyper and attack the cats, but that's not true, any size can be a good fit for you. It would be interesting to know if there was a senior community in your area, where there's more of a likelihood of an elderly person passing on and their dog needing a new home while still in mourning for his loss. I think a lot of older folks who don't have close family or friends worry about this very situation when their time comes.

I read toy breeds are usually good with cats. However my observation has been all small dogs bark their heads off.
