Looks like a skin inflammation or some kind of other irritation. I would absolutely say get him/her to a vet before it gets worse.

It looks like bumps at the base of the fur. That could be an irritation, flea bites and such. If it gets worse, get the pet to a vet. If it doesn't get worse, keep an eye on it.
