SOS Please help figure out what is wrong with my dog breathing problems we cant find any answers

I have a 14 year old Shitzu female who has trouble breathing always a horse cough (see video) I have had blood tests, echo cardiograms and still no vets I frequent can figure out her ailment I have had her on Lasix (in case water around heart which echo showed there isn’t) and predisone and some steroids, no of it seems to help she is constantly panting and having a horse cough. I am at my wits end and need some help.

if there is a vet school or vet teaching hospital that is the place to take her bring her vet records with you so they don't have to repeat tests already done. this place will find the problem and give you the answers you need\

they hae all the latest equipment and there will be a team of doctors and students to study the case and are no more and sometimes even cheaper than your regular vet.

Did the vet rule out a collapsed trachea? It can only be confirmed with an x-ray
